nokia E71 local mode and not charging plz help

i,ve nokia e71.. it showz not charging when i plug in charging in its off mode….. and when i press power button it showz local mode… plz help…
i remove all capicitors and small glass ic cause for not charging….
also change power ic and betty ic… so plz help..
and plz dont post fake soloutions…… and if u ve pic so plz post
